1. 4Avatars - this plugin allows you to add MyBlogLog.com or Gravatar.com avatars to Wordpress comments. This way comments are personalized and it makes the people from your community discover themselves better.
2. Askimet - it checks your comments to see if they look like spam or not. This is a really good tool because nowadays comment spamming is automated.
3. Cforms II - creating and using forms has never been so easy. It convenient deployment of multiple contact forms throughout your blog or even on the same page and it has spam protection.
4. Favicon Manager - allows you to manage you favicon without any programming knowledge. Adds your favicon to your headers and/or rss feeds. Favicons add a great deal of personal touch to your site and it makes it stand out.
5. Feedburner FeedSmith - redirects your RSS feed to Feedburner so you can track all your stats (readers, visitors…).
6. Google XMS sitemaps - creates a sitemap of your site and submits it to Google (and Yahoo, Ask and more) every time you write something new (or update in any way).
7. StatCounter Plugin - this is a visitor counter that gives you a lot of info and updates instantly. I use Statcounter for all my sites and in all 3 years it worked perfectly.
8. Popularity contest - this will enable ranking of your posts by popularity using the behavior of your visitors to determine each post’s popularity. This way you (and everybody else) can know what your readers like (and maybe write more of that).
9. Social Bookmarking Reloaded - add the social bookmarks icons to your articles in your blog in order to submit them easily. Features almost all social media sites.
10. Subscribe To Comments - allows readers to receive notifications of new comments that are posted to an entry. This way they will know when there is a reply to their comment.
11. Top Commentators - this plugin is great. It is the best way (in my opinion) to encourage comments. Top commentators will get backlinks from your site.
12. Database Backup - backing up starts to be useful for blogs because of hackers. I recently got my site trashed but thanks to this plugin nothing was lost and the site was back online in 30 minutes.
13. Wp Cache - makes your wordpress based site load very fast.
